Decent neighbourhood for temporary

Overall, most people are quite nice and I'm glad I have somewhere to live, but there are a lot of antisocial and dirty people living here. People who pee in the lift, do balloons, put rubbish on the street, deal drugs, loiter in the hallway, etc. It would be nice if more enforcement was done on hygiene and behaviour.
